园区概况
出口加工区是目前中国内地开放度最高的特殊封闭区域之一，由国务院批准设立，由海关实行全封闭监管的特殊区域。常州出口加工区于2005年6月由国务院批准成立，首期规划面积1.66平方公里，位于常州市北部、常州国家高新技术产业开发区规划范围内，交通便捷，沪宁高速公路沿区而过；距上海、南京两个国际机场分别为160和120公里，距常州长江港8公里，距常州机场15公里；距京沪铁路紧邻出口加工区，交通物流极为便利。
在出口加工区投资企业采用“境内关外”管理模式，除享有中国国内一系列优惠政策，还享有相当于在中国境外生产的一系列优惠政策。在出口加工区内海关实行“一次申报，一次审计，一次查验”，24小时通关服务的新通关模式，在有效监管的同时，最大程度的便利区内企业进行通关。区内设有海关、商检、银行、运输、仓储等机构，落户企业不出园区即可办理完一切进出口手续。
General Information about Changzhou Export Processing Zone (CEPZ)
The Export Processing Zone, an enclosed special area subject to the approval of the Central Government, is among the most open zones in mainland China characterized by its enclosed operation under full supervision of the Customs. In June 2005, the State Council approved the establishment of EPZ in Changzhou within an area of 1.66 sqkm for its initial development. Located in the northern part of Changzhou and inside the Changzhou and inside the Changzhou National Hi-Tech District, CEPZ enjoys great advantages in logistics and communication. The Shanghai-Nanjing Expressway passes by the zone, which is 160km to Shanghai International Airport to the east and 120km to Nanjing International Airport to the west. The Changzhou Yangtze River Port is 8km in north, Changzhou Airport 15km in west, and Changzhou Railway Station –one of the busiest stations along the Beijing-Shanghai railway line –is 8km down the south. Additionally, the planned Beijing-Shanghai express railway line will be traversing by the zone.
The company inside CEPZ is deemed beyond the customs boundary, however, it will enjoy preferential policies applicable for entities located in the domestic areas as well as those for companies located beyond the customs boundary. The CEPZ has the Customs House, Commodities Inspection & Quarantine, bank outlet, logistics, warehouse and other services facilities, all designed to provide most convenient and effective services for the company inside CEPZ and particularly in performing the import & export formalities. CEPZ customs officials are working on 24 hours basis in implementation of the new format of the customs clearance that requests declaration, document checking and commodities inspection only once and for all.
境内关外理念 特殊政策扶持
主要功能：加工制造项目、为区内企业服务的仓储、运输项目、机电产品售后维修服务项目、各类研发项目
特殊政策：在出口加工区投资企业采用“境内关外”管理模式，除享有中国国内一系列优惠政策，还享有相当于在中国国境外生产的一系列优惠政策。
★进口免税：在常州出口加工区加工、生产的货物和应税劳务、免增值税、消费税；生产所需的机械设备、模具、维修用零配件以及基础设施所需的机器、设备和建设用的基建物资、自用办公用品，均免征海关关税和进口环节增值税；
出口加工区和出口加工区之间的产品、原材料、机械设备等进出货物免税。
★出口退税：在中国境内出口加工区外企业的货物到出口加工区视同出口，可享受国家有关增值税退税的优惠；从出口加工区外入区的国产机器、设备、原材料、零配件、元器件、包装材料以及合理数量的建筑材料等均可以按出口办理退税。
★原材料保税：出口加工区内生产所需的进口原材料、零部件、包装材料及耗材全额保税。
With Chinese Territory but outside the Customs Tollgate Special Policy Support
Main Function: Industries including manufacturing, after-sales maintaining and designing; Servicing projects for EPZ companies like logistics and transportation.
Special Policies: Being on Chinese territory but outside the Chinese customs tollgate gives companies located in EPZ some special benefits. Not only do they get benefits of the general business conditions for doing business in China they also enjoy some special incentives designed for export companies.
★Tax Exemption for Import: Goods processed or produced and dutiable labor in CEPZ are exempted from VAT and consumption tax. Machines, equipment, moulds and spare parts for maintenance as necessary for production, machines, equipment, building materials necessary for infrastructure construction as well as office articles for own use are all exempted from customs duty and VAT. Products, raw or subsidiary materials, machines and equipment entering or exiting between Export Processing Zone are exempted from tax.
★Tax Rebate for Export: The related preferential policy of the state on VAT rebate is applicable to the goods for a domestic enterprise out of the EPZ area being sold into SND-Export Processing Zone. All domestically-made raw materials, parts and components, rational amount of construction materials entering into EPZ will be regarded as “exported” and enjoy VAT refund.
★Bonded Materials: The raw materials, parts and components, package materials and consumable materials for processing export products by the enterprises in EPZ will be fully boned.

规划科学：围绕绿色工业园区发展战略，常州出口加工区以“科学规划、分类汇聚、滚动发展、分期实施”的原则，积极推进产业积聚，将生态环境与经济发展联结成一个互为因果的有机整体，其设施、管理、机制、环境、效益等均能体现国内外先进水平。出口加工区资源利用率最佳，依靠科技优化经济效益和社会效益。
管理服务区：占地2公顷，包括海关、商检、管理大楼和监管仓库。
标准厂房：占地22.9公顷，建设16万平方米的标准厂房。
物流区：出口加工区南侧，紧邻卡口，规划面积10.07公顷。
综合配套服务区：规划面积4公顷，包括各类打工楼、公寓、酒店、写字楼、银行等配套设施。
CEPZ Design
Scientific Design：Based on a development strategy of “Green Industrial Park” and principles of “scientific design, congregating by industrial sectors, rotating development, and implementation by states”, CEPZ proactively promotes the emerging industrial clusters and integrates the biological environment and economic development. With advantage facilities, management, environment and efficiency, CEPZ is pursuing an optimization of economic and social benefits.
Administrative Section: 2 hectares, with customs, commodity inspection and quarantine, supervision and bonded warehouses.
Standard Plant:22.9hectares,with 160,000㎡ standard plant.
Logistics section:10.07 hectares, located in the southeast of CEPZ adjoining the pass gate.
Integrated Supporting Service Area: It covers an area of 4 hectares including housing flat, hotel, office building, bank outlet and other supporting service facilities.

常州出口加工区鼓励设立出口加工企业，充分利用境内外资源加工产品出口，积极支持投资设立电子信息、机电一体化、新材料等产业，把出口加工区培育成现代科技产品基地和加工贸易基地，使出口加工区的经济实力及整体经济效能有较大提高，国际竞争力大为增强，行成知名企业云集、环境优美舒适、最具活力和吸引力的发展区域。
区内可设置三种类型的企业：
一是出口加工型企业；
二是专为区内加工企业生产提供服务的仓储企业；
三是经批准专门从事货物进、出的物流运输企业。
Investment Orientation
CEPZ encourages export-oriented processing enterprises to efficiently use the domestic and international resources to process and export the products. The targeted industries include electronic information, electromechanical integration, new material, etc. It is CEPZ ’s intend to become a base for modern scientific products and processing trade, to significantly enhance the economic strength, economic efficiency and international competitiveness, and to be a most attracting and prosperous development area with an outstanding environment and numerous distinguished enterprises.
Three types of enterprises can be established in CEPZ:
a)export-oriented processing enterprises(EPEs);
b)storage companies which specially serve the EPEs within CEPZ;
c)logistic companies which are approve and specially in charge of transporting goods in and out CEPZ.
保税物流功能
区内生产企业根据生产经营或售后服务需要，可将未经实质性加工的货物运至境外或境内区外相关联的企业。
开展出口加工区保税物流功能业务的区内仓储物流企业可将区内货物配送制境外或者境内区外（含其他海关特殊监管区域、海关保税监管场所）相关联企业。
区内企业可以开展研发、检测、维修等业务。
其中对于入区经营的综合物流企业（国际采购配送企业、供应链企业、国际贸易企业）允许开展以下业务：
1、在不改变物权情况下，根据物权单位指令，将其存放于保税仓库内的货物向区内企业、区外企业、境外企业、其他海关监管区域企业配送。
2、在物权转移情况下，将自行在境外采购、区内采购、区外采购、其他海关监管区采购的货物存放于保税仓库内，然后向四类区域的企业销售；
3、在保税仓库内，开展简单加工和增值服务（包括分类、分级、分装、刷帖标志、改换包装、加刷唛吗、拼装等）；
4、接受境外企业委托，存放区外企业加工复出口的货物；
5、开展保税仓库内物品转往国内其他海关监管区域的移库等。
Bonded Logistics Function
The Enterprises inside EPZ may deliver the goods, to which they may not conduct substantial processing work, to the related enterprises overseas or outside EPZ, necessitated by their business operation or after sales services.
The Logistics Enterprises inside EPZ may distribute goods from their warehouses to the related enterprises overseas or outside EPZ(including other special areas and bonded zones under supervisiom of the Customs).
The Enterprises inside EPZ may carry out R&D, testing, maintenance activities and etc.
The following activities can be conducted by the Integrated Logistics Enterprises inside EPZ (such as International Purchasing &Distribution Enterprises, Supply Chain Enterprises, International Trading Enterprises ):
a)In case property rights does not transfer, according to the instruction of the goods owner, the Logistics Enterprises may distribute goods stock in the bonded warehouses to the related enterprises overseas, outside EPZ and other zones under supervision by the Custom.
b)In case property rights being transferred, the Logistics Enterprises may sell those goods stock in their bounded warehouses, which have been purchased such logistics company from suppliers overseas, outside EPZ and other zones under supervision by the Customs, to enterprises located in four different areas.
c)Inside Bonded Warehouse, the Logistics Enterprises may carry out simple processing and value-added services (including the classification, grading, packaging, paste logo, re-packaging, marking, assembling and etc.).
d)The Logistics Enterprises inside EPZ may accept commission of enterprises located overseas to house the goods, which have been processed by subcontractor outside EPZ for re-export purposes.
e)The Logistics Enterprises inside EPZ may conduct transshipment of the goods in bounded warehouse to other zones under supervision by the Customs.
